署名なしのWindows PowerShellスクリプトは実行できない

Windows PowerShellでは、署名のないスクリプト（.ps1ファイル）はデフォルトでは実行できない。
Set-ExecutionPolicyで環境の実行ポリシーを変更*1するか、スクリプトに対して署名を行う*2必要がある。
